One of the programs and services provided by the Overseas Workers Welfare Association or OWWA is the Reintegration Program. This program aims to help returning overseas Filipino workers and their families through livelihood opportunities and other income-generating means.
Hence, the birth of OFW Reintegration Program. 
Understanding the OFW Reintegration Program
Also known as OWWA Loan or OFW Loan in the Philippines, this program is a loan facility and an enterprise development intervention of OWWA in partnership with Land Bank of the Philippines and Development Bank of the Philippines. It aims to support enterprise development among migrant workers and their families as an alternative to overseas employment.
Loan Features:
- Only OFWs who are active members and are certified by OWWA can apply for the OFW Reintegration Program. Eligible borrower can either be individual (single proprietorship) or by group (partnership, cooperative, or corporation).
- Purpose of the loan must be for working capital or fixed asset acquisition.
- Loanable amount is between P100,000 to P2,000,000
- Short term loan is for maximum of one year, while long term loan depends on the cashflow, but most not exceed seven years and inclusive of two years grace period.
- 7.5% interest rate per annum
- Proposed business must generate at least P10,000 net monthly income. It could be a franchising business, transport service, trading or service business, construction or rental, agri and non-agri production or manufacturing, or contract tie-up with Top 1000 corporations.
- Loan security is required such as real estate mortgage, chattel on equipment or machinery, Deed of Assignment on inventory or receivables, or hold-out on deposit
Below are the requirements for OFW Loan you need to submit in case you want to avail of this facility:
- OWWA certification as proof that you are a bona fide member
- Certificate of Completion of Enterprise Development Training (EDT). Read more about it here.
- Bio-data of the applicant
- Business-related documents and permits such as business plan, Certificate of Registration with DTI, and Mayor’s Permit
- If applicable, at least three years Income Tax Return, BIR-filed Financial Statements, and latest Interim Financial Statements
- Statement of Assets and Liabilities
How to Apply for OFW Loan:
1. Visit the OWWA Office near you to undergo the required training. You will be asked to undergo trainings in relation to this loan facility.
2. Secure the EDT certification then submit the other requirements to Landbank for evaluation and processing.
3. Wait for at least 45 days upon submission of complete loan requirements to know the status of your loan application.
It is important that you submit complete requirements to avoid any delay and for faster processing of loan application.

Hello Filma. Collateral depends on the type of loan you are applying for. For loan facilities like housing, auto, or business loan, collateral is required since it serves as a security. On the other hand, personal loans or cash loans need not any collateral. In case you plan to start a business and you need funds, we suggest that you apply with a co-maker who is in good credit standing to increase your chances of approval.

Hi Jay. Yes, nire-require po talaga na may existing contract para makapag-apply ng OWWA Loan. Gayunpaman, maaari parin kayo mag-apply ng loan sa mga bangko or private lenders para mapalago ang negosyo.
Nung 2016, nagseminar ako sa OWWA, bago ka nila pahiramin ng capital, kaylangang may 75K ka na share dun sa maloloan mong halaga mula P200,000.00 hanggang 6 million, depende sa paggagamitan mo at maapproved sayo na halaga. May bracket sila. Marami sa amin ang lalo lang daw cla naistress after the seminar.

Hello Eduard. Isa sa mga requirements na kailangan ni OWWA upang mai-proseso ang inyong loan application ay ang OEC. Ibig sabihin, dapat ay may existing contract din po kayo. Gayunpaman, hindi ibig sabihin ay hindi na kayo maaaring humiram upang makapagsimula ng negosyo. Mayroon po mga lenders na maaaring tumulong at mag-grant sainyo ng loan.

Hi Marlon. The purpose of the OFW Reintegration Program is to help jumpstart OFW’s entrepreneurial career. As much as they want to help every OFW who applies, they need to be strict with the requirements, which is why they require the Enterprise Development Training where you will be taught how to do your business plan plus immersion. If the purpose is simply to buy a farm tractor, then OWWA might not grant the loan – unless you have an existing business related to farming at gagamitin mo ang funds pambili ng farming-related equipment upang mapalago ang iyong negosyo. Hello Sherwin. Maaari ba malaman kung ikaw ay active OWWA member? Ang OWWA Loan ay ibinabahagi sa mga OFWs na active member din ng OWWA at may kasalukuyang kontrata abroad. Gayunpaman, mayroon parin ibang lenders kung saan maaari ka mag-apply ng business loan. Iba-iba ang mga requirements, perso sigurado ay hihigan kayo ng government-issued ID, proof of income, background ng inyong piggery business, income tax, at Statement of Assets and Liabilities.

Hi Genelyn. Meron pa po kayo existing overseas employment contract (OEC)? If yes, you are still qualified to apply for OWWA Loan since OEC is a requirement na kailangan i-submit. Kung wala na, maaari parin po kayo makapag-loan sa ibang lenders ngunit hindi na under OFW loan programs.

Hello Robert. Apparently, OEC is among the requirements to prove that you are OFW; hence may be qualified for the loan. The OEC also shows your capacity to pay to help guarantee approval. That is why it is best to apply for a loan before the contract ends and then appoint an attorney-in-fact to act on our behalf while you are still abroad.

Hello Jonathan. Yes, it’s possible that you can apply for an OWWA Loan while you are overseas. You just need to submit a Special Power of Attorney authorizing someone to represent you on your behalf. Apparently, you must personally undergo the EDT since you are the borrower. Thanks!

Hello Zette. Asset acquisition might not be allowed by OWWA even if the purpose is to eventually start a farm business. Regarding your other concerns, yes, dapat may existing employment contract to be able to qualify for OWWA Loan. You can assign someone to be yur attoeny-in-fact thru SPA while you are still here in the Philippines para no need to consularize 🙂

As much as they want to help every OFW to put up their own business, they scrutinize every loan application submitted to them. Hi Robin! The OFW Reintegration Program is for documented OFWs. If you want po, kayo po ang mag-open ng business and apply for ordinary business loan since hindi rin po maclassify ang inyong mother as OFW.

Good day! OFW po ako sa Kuwait, Nurse po trabaho ko dito. Mahigit one year na po ako sa trabaho ko at sa ngayong bakasyon ko gusto ko po sana mag-apply ng OWWA loan to start a business. Kaso wala po akong hawak na collateral. May property din po kame kinuha pero di pa fully paid(house &lot) yun worth 5M. Pwede po ba copy ng title nun ang gamitin as collateral?
